Teacher Education Program (TEP) Requirements and Milestones


Successful completion of all Teacher Education Program (TEP) Requirements, including a minimum 2.5 Teacher Education Overall GPA are required to progress beyond each TEP Milestone. All Professional Education courses, including Learner Specialty Concentration/Pathway courses, must be completed with no grade lower than a “C” and no “I” (Incompletes). Degree requirements must be fulfilled to qualify for TEP completion. A minimum passing score on all required licensure examinations and completion of licensure requirements are necessary to be eligible for an Indiana Instructional Educator License.
 
Admission to Teacher Education Program
TEP Program Progression by Milestone (Milestones A-F)
Successful TEP progression and completion are achieved by attaining each TEP Milestone at or above Standard as outlined within the 2025-2026 Program Requirements and Milestones for each individual content area/major and as referenced and assigned within the 2025-2026 University Catalog, 2025-2026 Teacher Education Program Directory, the Brightspace course 2025-2026 Purdue University Undergraduate Teacher Education Program Requirements, Plan(s) of Study (POS), and course syllabi.
 
Required Brightspace Course
Every incoming 2025-2026 Teacher Education (TE) student will be enrolled in the REQUIRED 2025-2026 Purdue University Undergraduate Teacher Education Program Requirements Brightspace course. This course serves as the official/primary manner for which the Office of Teacher Education and Licensure (OTEL) will communicate and monitor cohort-specific requirements, milestones, timelines, notifications, tutorials, actions, student engagement, etc. for each TE student. Course commitment is continuous beginning upon arrival to the university and concludes when Milestones A-F are attained.  
 
Course Substitutions
Course substitutions must fulfill degree requirements, associated Teacher Education Program (TEP) key and/or common assessments, and licensure standards/requirements. Prior approval by the Office of Teacher Education and Licensure is required for all course substitutions.
 
 
Milestone A: Methods Qualified
Milestone A - Teacher Education Program Progression Status
  • Exceeds Standard: Meets Milestone A Criteria as defined by Content Area/Admission Year and recognized on Dean’s List.
  • At Standard: Meets Milestone A Criteria as defined by Content Area/Admission Year.
  • Below Standard: Does not Meet Milestone A Criteria as defined by Content Area/Admission Year.  NOTE: A Professional Disposition/Student of Concern is submitted and prescribed, Intervention required.  Schedule a meeting with Academic Advisor.
  • Milestone A Decision Deferred to Milestone B: Reserved for transfer students. Additional time is necessary to acquire an adequate number of measurable Milestone outcomes.
Milestone A - Review Schedule
  • Conducted - Close of Spring Semester 2026
  • Decision/Notification - Early Fall Semester 2026
  1. 2.50/4.00 Overall GPA (at time of Milestone A review)
  2. Professional Education (including Professional Education electives) and Learner Specialty Pathway course grades “C” or higher, no “I” (Incomplete), no “Pass/Fail”.
  3. Fulfill degree requirements as projected (2.00/4.00 Graduation GPA- see additional requirements in the Purdue University Catalog).
  4. *Be in Good Standing with the University (at time of Milestone A review).
  5. **Successful progression in Foundation Courses and associated Foundation Portfolio Common Assessments.
  6. ***Successfully complete three (3) Ti-BOT badges (at the time of Milestone A review).
  7. No unresolved Professional Dispositions issues/concerns.
  8. Complete TEP Brightspace Assignments, including but not limited to attendance at the mandatory TEP Orientation hosted by the Office of Teacher Education and Licensure (OTEL).
  9. Attend the mandatory TEP Orientation hosted by the Office of Teacher Education and Licensure (OTEL).
  10. Submit the Teacher Education Program Agreement (TEPA).
  11. Identify via the Teacher Education Program Agreement (TEPA) one of four chosen Learner Specialty Pathways. Learner Specialty Concentration/Pathway requirements are specific to individual content area/major.
Milestone B: Student Teaching/ Placement

  9. Attend the mandatory Student Teaching Clinical Acceptance Process (CAP) Workshop provided by the Office of Clinical Practice (OCP) AND submit your CAP Application as directed by OCP.
  • Expanded Student Teaching practicums and full-time Student Teaching occur over two consecutive semesters.
  • Verify from the CAP Application projected Student Teaching semester/year.
 
Milestone C: Student Teaching Authorization

Milestone C Criteria must be attained At Standard before the Office of Teacher Education and Licensure (OTEL) will authorize enrollment reinstatement for Student Teaching.
 
Milestone C - Review Schedule
  • Conducted - Close of Fall Semester 2028
  • Decision/Notification - Early Spring Semester 2029
  1. 2.50/4.00 Overall GPA (at time of Milestone C review).
  2. Professional Education (including Professional Education electives) and Learner Specialty Pathway course grades “C” or higher, no “I” (Incomplete), no “Pass/Fail”.
  3. Fulfill degree requirements as projected (2.00/4.00 Graduation GPA- see additional requirements in the Purdue University Catalog).
  4. *Be in Good Standing with the University (at time of Milestone C review).
  5. **Successful completion and target met on Foundations Portfolio (submission and target met on Common Lesson Plan in Semester 7).
  6. ***Successfully complete ten (10) total Ti-BOT badges (at the time of Milestone C review).
  7. Successfully complete all Professional Education (including Foundation and Methods), Learner Specialty Pathway, and degree courses prior to student teaching (Semester Eight).

    Content Test Attempts for Major

    For Fall Student Teaching: Official Score Reports due to OTEL no later than July 1.
     
    For Spring Student Teaching: Official Score Reports due to OTEL no later than December 1.

    For Fall Student Teaching: Test Registrations received in OTEL by May 15th confirming a test date scheduled no later than June 30th.
     
    For Spring Student Teaching: Test Registrations received in OTEL by October 15th confirming a test date scheduled no later January 31st.
    Code Purdue University (1631) as both the attending institution AND as a score recipient for ALL exam attempts; If completing a Learner Specialty Pathway that leads to licensure (High Ability or English Language Learners), the associated content exam must be attempted prior to the Student Teaching (Semester 8).

Milestone E: Licensure Eligible
Successful completion of the Purdue University Agricultural Education Program, Agricultural Education, BS, and the State of Indiana licensure requirements for an Indiana REPA 3 Initial Instructional License in Career and Technical Education (CTE): Agriculture (5-12) and *Blended and Online Teaching (5-12).

  5. For all Career and Technical Education (CTE) majors ONLY- Verify that the required number of clock hours has been completed and received by your advisor. Students must complete 4,000 clock hours of successful employment in the appropriate CTE area, or 1,500 clock hours of supervised work in the appropriate CTE area under an approved Teacher Education Program or an equivalent combination.

Milestone F - Review Schedule

  • Decision/Notification - Upon Formal Action

  2. Complete and upload with your Indiana License Application CPR/Heimlich Maneuver/AED certification or card (must include a hands-on, face-to-face skills demonstration).
  3. Complete and upload with your Indiana License Application documentation of Suicide Prevention certification (training must be at least one hour).
  4. Submit Indiana License Application online via Licensing Verification and Information System (LVIS) at https://license.doe.in.gov/.
  5. Allow three weeks (given all licensure criteria are met) for Purdue University to certify and the Indiana Department of Education (IDOE) to grant the Indiana License.
  6. After receipt of an Indiana License, apply for out-of-state licensure (if desired).
*For purposes of reports and communications to other institutions or agencies, and in the absence of any further qualifications of the term, a student shall be considered in Good Standing unless the student has been dismissed, suspended, or dropped from the University and not readmitted. A student is considered in Good Academic Standing if both a student’s semester and cumulative GPA are above a 2.00/4.00.
 
**Foundation Courses linked with the Foundations Portfolio Common Assessments include EDCI 20002, EDCI 28500, EDCI 35000, EDPS 20001, EDPS 23500, EDPS 24800, EDPS 32700, EDPS 36201, EDPS 43010, and EDST 20010. These may be subject to change.
 
***The Blended and Online Teaching (5-12) License is required for students on Admission Year Fall 2024-Spring 2025. The Blended and Online Teaching (Ti-BOT) License requirements are embedded into coursework for all Teacher Education Undergraduate majors. Some exceptions apply.
 
****Common Assessments include Foundations Portfolio, Field Experience Dispositions, CPAST, edTPA, Common Lesson Plan, and Licensure. Common Assessments for Early Childhood Education and Special Needs align with the National Association for the Education of Young Children (NAEYC).
 
Beginning July 1, 2025 - According to the Indiana State Board of Education, students seeking an Initial Indiana License in a content area involving literacy instruction, including special education, must obtain a licensure addition in Early Literacy (P-5), as required under IC 20-28-5-19.7.
 
The Office of Teacher Education and Licensure (OTEL) is the formal liaison with the Indiana Department of Education and serves as the official repository for Purdue West Lafayette Teacher Education Program Progression and Licensure actions. OTEL maintains and permanently retains a Teacher Education Program and Licensure Credential Portfolio for each current and former Purdue University Teacher Education Candidate/Student. OTEL provides reliable, career-long guidance on Indiana Teacher Education and Licensure Standards, Rules, and Procedures. Indiana Licensing Rules and Regulations are subject to change by the Indiana State Board of Education, Indiana Department of Education (IDOE), and/or the Indiana General Assembly.
